On June 10, 2021, Council passed Resolution No. 20210610-077, allocating funding for the operation of temporary non-congregate bridge shelters for individuals experiencing homelessness. These contracts were put in place as emergency contracts until a long-term contract could be solicited and executed, due to the passage of proposition B and a Texas state law which made public camping a criminal offense. Bridge shelters provide an opportunity for individuals to address health and safety needs, and get connection to housing options, decreasing the incidence of public camping.
These contracts provided services required for the City's effective operation of temporary non-congregate bridge shelters. Persons living unsheltered lack access to basic needs such as hygiene, shelter, and food. They are also at greater risk of contracting and spreading infectious diseases, including COVID-19.
