This ordinance will reauthorize and continue City Code Chapter 2-17 (Police Reserve Force) established for the appointment of police reserve officers. Pursuant to Texas Local Government Code Section 341.012, the police chief may call members into service at any time the police chief considers it necessary to have additional officers to preserve the peace and enforce the law. Reserve police officers may, however, act only in a supplementary capacity to the regular police force and may not assume the full-time duties of regular police officers. Members of the police reserve force are temporary employees and serve at the discretion of the police chief.
The City Council adopted the Ordinance creating the police reserve force to act in a supplementary capacity to the regular police force. The police reserve force does not assume the full-time duties of regular police officers and, per the meet and confer agreement between the City of Austin and the Austin Police Association (Agreement), reserve police officers are limited to performing duties at Special Events, as defined in the Agreement.
