January 8, 2019, the Community Development Commission conducted a public hearing to receive citizen comments on community needs in order to develop the City of Austin's five-year Consolidated Plan for Fiscal Years 2019 through 2023, as required by the City of Austin's Citizen Participation Plan.

Every five years the City, through the Neighborhood and Community Development Department (NHCD), conducts a needs assessment to determine housing and community development priorities in the community. This assessment is included in the City's five-year Consolidated Action Plan and the City's Fiscal Year 2019-20 Annual Action Plan. Consolidated and annual action plans describe community needs, resources, priorities, and proposed activities related to housing, community development, economic development, and public services. The annual action plan identifies how the City will fund priority activities and programs for a specific fiscal year.
