The City of Manor, at the behest of a property owner, has requested the swap of approximately 13.8 acres of Austin's ETJ with approximately 6.6 acres of Manor's ETJ. The properties in question are located along Blue Bluff Road at the intersection of Old HWY 20 and Blue Bluff Road in northeastern Travis County, outside Council District 1. Along with the request, the landowner has granted a conservation easement to be applied to the property released by City of Austin that addresses Watershed Protection Division's concerns.
Following City Council approval, Austin Water will work with the City of Manor and the Public Utility Commission of Texas (PUC) to appropriately transfer the water and wastewater Certificate of Convenience and Necessity (CCN). The CCN grants the right to provide utility service to an identified geographical area. In this case, the CCN transfer will allow both Cities to align their boundaries along Blue Bluff Road to match the updated ETJ boundaries.

Adjusting the boundary between the two cities to better align with Blue Bluff Road achieves a more logical boundary and allows development to proceed under one set of regulations. This exchange should be made as a continuing process in reg...
