March 2, 2017 - Resolution No. 20170302-029 to establish a speed limit of 50 miles per hour on Parmer Lane from North Lamar Boulevard to 465 feet east of IH-35 Northbound Frontage Road, 55 miles per hour from 465 feet east of IH35 Northbound Frontage Road to Harris Glenn Drive, and 60 mph from Harris Glenn Drive to 3,363 feet east of Dessau Road was approved on an 11-0 vote.

Parmer Lane is designated as Farm to Market Road 734 within the segment under consideration and under purview of the Texas Department of Transportation (TxDOT).
In order to establish, modify or alter the existing speed limit of a street, the Texas traffic laws require that a traffic engineering investigation be performed. TxDOT investigated Parmer Lane in accordance with the procedures specified in the TxDOT's "Procedures for Establishing Speed Zones" and the Texas Transportation Code, Chapter 545, Subchapter H "Speed Restrictions." As a result of this investigation, TxDOT recommended a speed limit of 50 miles per hour on Parmer Lane from North Lamar Boulevard to Harris Glenn Drive and 55 miles per hour from Harris Glenn Drive to Dessau Road.
The segment of Parmer Lane from 211 feet west of Rampart Street to 137 feet west of Metric Boulevard is incorrectly listed in City Code Section 12-4-64 (Table of Speed Limits) as having a speed limit of 30 mph instead of the correct 35 mph during certain times, for students attending Parmer Elementary School.
