The City receives an annual formula-based Community Services Block Grant (CSBG) from the Texas Department of Housing and Community Affairs (TDHCA). The CSBG grant provides administrative support to a network of local Community Action Agencies that provide services to low-income residents.

The City is considered the Community Action Agency for Travis County. The grant program provides funding for the delivery of basic needs, case management, preventive health, and employment support services to low-income residents through the City’s seven neighborhood centers. The Community Development Commission (CDC) serves as the board for the City’s CSBG Grant, The purpose of the CDC is to advise the Council in the development and implementation of programs designed to serve the poor and the community at large with an emphasis on federally funded programs.

 

This ordinance makes changes to City Code in order to effectuate Community Development Commission recommendations to edit the membership sections to allow Austin Public Health to conduct Community Development Commission nomination and selection meetings to democratically select members of the board more efficiently and ensure the continuity of community representation.  It also ensures consistency with state law regulations regarding the Community Services Block Grant Act (42 U.S.C.A. Chapter 106).
