Prior Council Action:
October 16, 2014 - Council approved Resolution No. 20141016-062 authorizing the creation of the South Congress Preservation and Improvement District (PID).
March 21, 2024 - Council approved Resolution No. 20240321-045 reauthorizing the PID.
May 30, 2024 -Council approved Ordinance No. 20240530-012 setting the assessment rate and approving the proposed 2025 assessment roll for the PID.
July 18, 2024 -Council approved Ordinance No. 20240718-124 adopting the PID Service and Assessment Plan and Budget update for 2025.
June 5, 2025 - Council approved Ordinance No. 20250605-024 setting the proposed 2026 rate of assessment and assessment roll for the PID.

On June 5, 2025, Council approved an ordinance setting the proposed 2026 assessment rate and assessment roll for the PID (at a rate of $0.20 per $100 valuation). The assessments paid by the property owners within the PID boundaries fund the PID services.
State law requires Council to conduct a public hearing to consider the proposed assessments. Approval of the proposed assessment rate and roll on June 5, 2025, triggered notices being sent to the affected property owners about the public hearing. Property owners have the statutory right to challenge the assessment placed on their property at the public hearing.
