In order to modify or alter the existing speed limit of a street, Texas traffic laws require an engineering investigation be performed. The Transportation Engineering Division of City of Austin Transportation and Public Works (ATPW) conducted an engineering investigation of creating a reduced school speed zone on Scofield Farms Drive for River Oaks Elementary School.
Although this school has been in session for some years, a reduced speed school zone was not installed on Scofield Farms Drive because originally, there was a dead end near River Oaks Elementary School, just south of Shag Bark Trail. As a result, most of the vehicles driving to the end of Scofield Farms Drive were doing so to access the school, were aware of the increased pedestrian activity in the area and were assumed to be driving appropriately in proximity to the school. However, Scofield Farms Drive was connected to Cedar Bend Drive in 2024, resulting in an increase in traffic in the vicinity of the school.
Based on ATPW's engineering investigation, staff recommends amending City Code Section 12-4-64(D) (Table of Speed Limits) in order to (i) create a reduced school speed zone of 20 miles per hour...
