In order to establish, modify, or alter the existing speed limit of a street, Texas traffic laws require that a traffic engineering investigation be performed. An investigation of East Howard Lane was conducted by the Transportation Engineering Division of the Transportation and Public Works Department in accordance with the procedures specified in the “Procedures for Establishing Speed Zones” and the Texas Transportation Code, Chapter 545, Subchapter H “Speed Restrictions.”
Howard Lane is a four-lane undivided arterial road that runs in a general east/west direction with a center turn lane and unprotected bike lanes from 485 feet west of Kearns Drive to Baileyfield Drive. The land use along this stretch of Howard Lane is residential. A speed limit for this segment of East Howard Lane has not been established in City Code Section 12-4-64 (Table of Speed Limits) as the segment was not previously within the Austin Full Purpose Jurisdiction. The sections of East Howard Lane outside of Austin Full Purpose Jurisdiction immediately adjacent to the portion within Austin City Limits have a posted speed limit of 50 miles per hour.
The Transportation Engineering Division recommends adding the following amendment to the City Code Section 12-4-64 (Table of Speed Limits).
Add:
Howard Lane (East) from 485 feet west of Kearns Drive to Baileyfield Drive. (50 MPH)
