The requested action is for Council to ratify the contract with Joe Bland Construction, LLC, which has been procured under authority of Section 252.022(a)(2) of the Texas Local Government Code as a procurement necessary to protect or preserve the public health and safety of the citizens of Austin.
Tension cracking developed in the roadway surface located at 1701 West William Cannon Drive, the West approach of the Union Pacific Railroad Underpass, and staff determined the cracks were considered unsafe for driving conditions. On August 26, 2022, the two outer eastbound lanes were blocked off due to potholes that developed over the cracks due to continued lateral movements of the mechanically stabilized earth retaining walls that form the grade separation.
