Fiscal Note

An estimated revenue amount of $770,000 was included in the Fiscal Year 2021-2022 Operating Budget of the Austin Police Department. Estimated revenue for the remaining contract term will be included in future budgets.

 

Purchasing Language:

The Financial Services Department issued a Request for Proposals (RFP) 8700 MMO3011REBID for these services. The solicitation was issued on August 7, 2021 and it closed on September 9, 2021. Additional Backup Information:

The contract is for the total management of dispatch, towing, and impound services for the Austin Police Department (APD).  These services include the administration for towing abandoned, junked, or nuisance vehicles, impounded vehicles, and scene-of-a-crash or parked and unattended vehicles on a public roadway.  The contractor will also manage the tow rotation list and collect all fees associated with these services as allowed and set by City ordinance, County, State, and Federal law, or regulation.  The City will receive a percentage of the gross receipts for all fees collected by the contractor.

This contract will replace an existing contract for these services which expires February 6, 2022.  The recommended contractor is the current provider for these services. An evaluation team with expertise in this area evaluated the offers and scored TEGSCO, LLC d/b/a AutoReturn as the best to provide these services based on system concept and strategy, operations, qualifications and experience, revenue to the City, fees, local preference, and service-disabled veteran business enterprise.

If the City is unable to secure a contract, the APD will be forced to manage the administration of dispatch, towing, and impound services for which there is not currently funding nor staffing.
