In order to establish, modify or alter the existing speed limit of a street, the Texas traffic laws require that a traffic engineering investigation be performed. The Austin Transportation Department (ATD) conducted an investigation of Convict Hill Road in accordance with the procedures specified in the Texas Department of Transportation's Texas Procedures for Establishing Speed Zones, 2006 and the Federal Highway Administration's USLIMITS2 tool.
The Austin Transportation Department recommends establishing a speed limit of 35 MPH on Convict Hill Road from Brodie Lane to US Highway 290. Convict Hill Road is an undivided two-way, two lane, collector roadway with bike lanes for the majority of its length. Currently, the speed limit transitions back and forth between 35 miles per hour and 45 miles per hour within these limits. The recommendation will provide a consistent speed limit along the roadway and will also reflect a speed limit that is more appropriate for the context of the roadway given the connectivity it provides for residential streets. ATD recommends the following amendment to City Code Section 12-4-64 (D) (Table of Speed Limits):
Delete:
Convict Hill Road from Brodie Lane to Woodcreek Road. (35 MPH)
Convict Hill Road from Woodcreek Road to Escarpment Boulevard. (40 MPH)
Convict Hill Road from Escarpment Boulevard to U.S. 290. (35 MPH)
Add:
Convict Hill Road from Brodie Lane to US Highway 290. (35 MPH)
