In order to establish, modify or alter the existing speed limit of a street, the Texas traffic laws require that a traffic engineering investigation be performed. The Austin Transportation Department (ATD) conducted an investigation of Nuckols Crossing Road and St. Elmo Road (East) in accordance with the procedures specified in the Texas Department of Transportation's Texas Procedures for Establishing Speed Zones, 2006 and the Federal Highway Administration's USLIMITS2 tool.
The Austin Transportation Department recommends establishing speed limits of 30 miles per hour on Nuckols Crossing Road from St. Elmo Road (East) to Pleasant Valley Road (South) and St. Elmo Road (East) from Nuckols Crossing Road to Todd Lane/Pleasant Valley Road (South). The segment of St. Elmo Road (East) from I.H. 35 (South) East Frontage Road to Nuckols Crossing Road will remain 35 MPH. The recommendation will provide more appropriate speed limits for the context of the roadways given the connectivity they provide for residential streets and the proximity of an elementary and middle schools adjacent to the roadways. ATD recommends the following amendment to City Code Section 12-4-64 (D) (Table of Speed Limits):
