Fiscal Note

The Public Works Department Bridge Maintenance program was created in 2003 with the intent to expeditiously rehabilitate structures that are at risk of failing, have been damaged by traffic collisions, flooding, fire, and aging. In the past, the City has managed bridge repairs on an as-needed basis. This method had no systematic ability to forecast future rehabilitation, replacement needs, or schedule preventive maintenance, which could extend the useful life span of these structures. The program mission is to “improve organized knowledge of the condition of our bridge system which can be used to prioritize or optimize a plan for bridges needing preventive or repair maintenance, rehabilitation, or replacement in order to keep the City of Austin’s bridges in a good serviceable condition for the traveling public”.

 

Indefinite Delivery/Indefinite Quantity contracts provide for an indefinite quantity of services for a fixed time, usually an initial term with extension options. They are commonly used when precise quantities of supplies or services, above a specified minimum, cannot be determined. Indefinite Delivery/Indefinite Quantity contracts help streamline the contract process and service delivery and allow the City the flexibility to add work as needs arise or change. As each project is defined, a specific work assignment will be assigned to the contractor who will complete the scope of work for the unit prices included in the contract. Work deadlines will be established for each work assignment.

 

The project consists of services such as repairing, restoring or strengthening of major structural elements like exposed bridge supports; preservation of stone arch bridges; channel scour remediation; replacement of rock riprap; curb and gutter, driveway and sidewalk; installation of metal beam guard fence; replacement of deteriorated bridge railing; concrete repair; railing post reconstruction; joint seals; deck treatments; milling and asphalt overlay; and striping for maintenance work on selected bridges. The project also includes complex bridge repairs, such as historic bridges, that require specialized equipment, personnel, and materials. All required permits, traffic control and environmental control measures necessary to perform the work are included in the contract.

 

The base bid was used to identify and determine the lowest responsive bidder and to determine contract unit prices for each bid item.

 

This request allows for the award and execution of a construction contract with Restek, Inc., for an estimated period of one-year with four, one-year extensions. However, if funds for the initial term are expended, staff may accelerate the extension options but in no event will exceed the total contract amount. The extension options are subject to the agreement of both parties. 

 

This program provides for repairs to multiple structures located at various locations within the city limits. A delay in the approval of this contract could compromise strategies that aim to prevent and reduce the deterioration of bridge structures throughout the city.

 

This project will be located Citywide in all Districts.
