Fiscal Note

Funding in the amount of $539,225 is included in the Fiscal Year 2022-2023 Austin Public Health Department Budget Stabilization Reserve Fund.

 

Prior Council Action:

April 7, 2022 - Council authorized the negotiation and execution of agreements with 17 social service agencies, on a 9-1 vote with Mayor Adler voting nay and Council Member Harper-Madison absent.

Additional Backup Information:

Approval of this additional one-time funding for the Austin Independent School District’s Prime Time Afterschool Program will provide afterschool support and programming to low-income youth.  The program provides opportunities that extend the school day, promote attendance, and prevent juvenile delinquency while maintaining a safe place and consistent educational presence in the community for youth attending schools in the Austin Independent School District.  The term for this agreement is from October 1, 2022 to September 30, 2023.

 

This agreement was awarded via a solicitation process.  The Austin Public Health Department’s Request for Applications 004-Youth Services 2021-AB was released on July 28, 2021 and applications were due on September 23, 2021.  A non-mandatory Pre-Bid Meeting took place on August 4, 2021 and August 5, 2021.  The Austin Public Health Department received 38 applications.  

 

The application evaluation process included set criteria used by a separate and independent panel to uniformly review and evaluate all applicants.  A review panel comprised of individuals with education and expertise in each issue area rated each applicant.  Evaluators agreed upon strengths and weaknesses for each applicant.  Each applicant received a resultant score based on this process.  The criteria for evaluation included the following: fiscal and administrative capacity; experience and cultural competence/racial equity; program design and performance metrics; data-informed program management; and cost effectiveness.

 

The Austin Public Health Department awarded agreements to 17 applicants.  Each agreement has an initial base term of 15 months with four 12-month extension options.
