Additional Backup Information:

The Hornsby Bend Biosolids Management Plant (BMP) receives and treats biosolids generated by Austin’s two regional wastewater treatment plants. The treatment process includes thickening, anerobic digestion, dewatering, composting, effluent ponds, and on-site irrigation. The Hornsby Bend BMP is a non-discharge facility, per Texas Commission on Environmental Quality permit requirements. 

 

The thickening and dewatering processes both produce liquid side streams that are treated before entering the effluent pond and irrigated on-site. The liquid side stream from the dewatering process contains a high ammonia concentration that requires specialized treatment.

 

The purpose of this project is to address the treatment of the high ammonia liquid side stream to produce a higher quality of water entering the effluent ponds. The project will include a new treatment process for the high ammonia side stream flow consisting of pump stations, treatment basins, process air blowers and other equipment, and supporting electrical and controls infrastructure. 

 

An amendment to the professional services agreement is required to move the project forward into design and bid phases. This amendment will authorize the design and bid phase services to be provided by the engineering consultant. 

 

There will be no impact to the public as the work will occur on City property that is not open to the public. 

 

Delaying or deferring approval of this amendment will result in an inability to effectively treat and reduce ammonia levels in the water entering the effluent ponds.

 

This amendment has been approved by the City’s Change Control Committee. The Change Control Committee was established to comply with Council Resolution No. 20120126-048, which required the establishment of consistent criteria and process to evaluate contractual changes for all contracts administered by Financial Services Department-Capital Contracting. The Change Control Committee is comprised of management-level subject matter experts.
