Fiscal Note:

Funding in the amount of $111,000 is available in the Fiscal Year 2022-2023 Operating Budget of the Parks and Recreation Department. Funding for the remaining contract term is contingent upon available funding in future budgets.

 

Purchasing Language:

The Financial Services Department issued a Request for Proposals (RFP) 8600 ALD3038 for these services. The solicitation was issued on September 5, 2022 and closed on September 20, 2022. Of the two offers received, the recommended contractor submitted the best evaluated responsive offer. Additional Backup Information:

The contract will provide management of athletic officials for adult sports programs for the Parks and Recreation Department (PARD).Securing a contract decreases staff time spent on the recruitment and hiring process and allow officials to be paid at a higher rate more in line with market rates. Cost savings were also found in decreased equipment purchased and given to officials (uniforms, whistles, official equipment, etc.).

 

This contract is replacing an existing contract which expires February 2023. Requested authorization amounts were determined by the number of games played per year for the sports that the officials would officiate. The recommended contractor is the current provider for these services.

 

An evaluation team with expertise in this area evaluated the offers and scored Doug W Burditt, Jr. d/b/a Central Texas Officials Association as the best to provide these services based on management of officials, organizational structure, prior experience and personnel, cost proposal, local business presence, and service-disabled veteran business enterprise.

 

If a contract is not secured for athletic officials, the Department would have to return to using staff resources to hire and schedule officials.The Department would also be limited to the amount of team registrations the program can accept due to lack of officials available to officiate games, leaving the community needs unmet as community interest in PARD’s adult sports leagues is rapidly growing.
