Fiscal Note

Funding in the amount of $490,000 is available in the Fiscal Year 2022-2023 Operating Budget of various City departments. Funding for the remaining contract term is contingent on available funding in future budgets.

 

Purchasing Language:

The Financial Services Department issued a Request for Proposals (RFP) 5000 AVB3012 for these services. The solicitation was issued on June 6, 2022 and closed on July 12, 2022. Of the three offers received; the recommended contractor submitted the best evaluated responsive offer. Additional Backup Information:

The contract will provide operations and management services for City Hall, One Texas Center, and the Austin Public Library parking garages. These parking facilities are available to the public, City employees, City officials, contracted valet service providers, and monthly contracted users. Revenue received will be used to pay for garage operations and maintenance costs.  Based on the last five years’ trend, estimated revenue will be $1,400,000 annually. 

 

The services needed under the requested contract, parking services, are subject to Resolution No. 20190822-67.As the result of this Resolution, staff reviewed the categories of contract labor identified in the Resolution, determining which categories could be transitioned to City staff and which should continue to be contracted out.Due to their seasonal nature, staff recommended parking services continue to be sourced predominantly via City contracts.

 

This contract replaces a contract that expires January 31, 2023. The recommended contractor is the current provider for these services. 

 

An evaluation team with expertise in this area evaluated the offers and scored ABM Industry Groups, LLC as the best to provide these services based on project concept and operational plan, emergency procedures and reports, transition plan, demonstrated applicable experience, price local business presence, and service-disabled veteran business enterprise.
