Fiscal Note

Funding in the amount of $730,000 is available in the Fiscal Year 2022-2023 Operating Budget of various City departments. Funding for the remaining contract term is contingent upon available funding in future budgets.

The Financial Services Department issued an Invitation for Bids (IFB) 5000 RGW1007 for these services. The solicitation was issued on August 1, 2022 and closed on August 23, 2022. Of the seven offers received, the recommended contractors submitted the lowest responsive offers. Additional Backup Information:

These contracts will provide mobile security patrol services for numerous City-owned facilities and areas supporting departments including the Building Services Department, the Parks and Recreation Department, and Austin Public Health on an as-needed basis. City departments require quality mobile security patrol services to monitor secured and unsecured facilities and City areas to ensure that all visitors, employees, infrastructure, and equipment are safeguarded. The services will include scheduled and un-scheduled mobile security patrols, facility security checks, and on-call security patrol services for multiple City sites.

 

The scope of work was reviewed by staff in accordance with the Contact Labor Resolution to determine if outsourcing or hiring staff would best meet the department’s needs and comply with the Resolution. Given the need for these is variable and will frequently be used to supplement similar security services provided by City staff, staff determined that outsourcing the services to a contractor would be cost-beneficial and meet department needs.

 

These contracts will replace a contract which expires on February 28, 2023. The requested authorization amounts were determined using departmental estimates and historical spend. The recommended contractors are not the current provider for these services.

 

If the City is unable to secure these contracts, the City will not have a reliable and continuous source for mobile security patrol services. In addition, the City will be forced to procure these services on an as needed basis, which may result in higher prices and additional operational costs.
