Approval of this item will authorize negotiating and execution of agreements to provide community-based primary medical care, including oral health services, transportation services, and non-medical case management to people living with HIV during the 2023 grant term from January 1, 2023 to December 31, 2023. 

 

The U.S. Department of Health and Human Services, Health Resources and Services Administration, has awarded grant funds for the Ryan White HIV/AIDS Program Part C HIV Early Intervention Services and Capacity Development Program.  The grant provides direct financial assistance to communities most severely affected by the HIV epidemic in the 10-county service-delivery area, which includes Travis, Bastrop, Blanco, Burnet, Caldwell, Fayette, Hays, Lee, Llano, and Williamson counties.

 

The City’s annual grant award is formula driven and is a function of the total amount of Ryan White HIV/AIDS Program Part C HIV Early Intervention Services and Capacity Development Program funds appropriated by the U.S. Congress and the reported number of AIDS cases in the Austin Transitional Grant Area.  The grant funds may be expended over three years from the date of the annual grant award.

 

On October 5, 2022, the Austin Public Health Department submitted a grant continuation application in collaboration with the Ryan White HIV/AIDS Program Part C HIV Early Intervention Services and Capacity Development Program partner organizations for the project area, which includes Central Texas Community Health Centers, Inc. d/b/a Community Care, AIDS Services of Austin, and Community Action, Inc. The application process requires a new Competing Application for the first year of each five-year period, with Non-Competing Continuation Applications due for each of the remaining four years in the cycle.  These organizations have collaborated on the Part C Program application for approximately 20 years and are collectively identified as an Austin Part C Partner.

 

On December 2, 2022, the Austin Public Health Department received a Notice of Award (NOA) from the U.S. Department of Health and Human Services, Health Resources and Services Administration in the amount of $375,537.  The award amount is partial funding and a second NOA will be sent later in the fiscal year.  The following projects were funded and allocated for a 12-month term beginning January 1, 2023, as follows:
