Prior Council Action:
October 27, 2022 - Council authorized negotiation and execution of an amendment to the agreement with El Buen Samaritano for services to households that are vulnerable to eviction to add additional funding in an amount not to exceed $400,000 for a total agreement amount not to exceed $1,530,000.
July 28, 2022 - Council authorized negotiation and execution of an amendment to the agreement with El Buen Samaritano for services to households that are vulnerable to eviction to extend the term to March 31, 2023, and add additional funding in an amount not to exceed $250,000 for a total agreement amount not to exceed $1,130,000.
January 27, 2022 -Council approved an amendment to extend the contract with El Buen Samaritano through September 30, 2022, to use the remaining funds in this contract for rental assistance (arrears, current, and future), moving, storage, and tenant relocation services to assist households vulnerable to eviction or unstable and serve eligible households regardless of whether the household was impacted by COVID-19.
December 10, 2020 - Council authorized an agreement with El Buen Samaritano for services to COVID-19-impacted households related to rental arrears assistance, moving, storage, and tenant relocation services. On that same date, Council authorized an agreement in an amount not to exceed $880,000. Due to available funding from the federal government including CARES, ERA1 and ERA2, the funds from this program were not expended.

Staff recommends negotiating and executing an amendment to El Buen Samaritano’s current contract to add additional local funds in the amount of $600,000. This will help minimize a potential interruption in providing tenant stabilization services to households vulnerable to displacement from potential eviction while a competitive solicitation is conducted. El Buen Samaritano has been effective in administering this program since initial council approval in December 2020. This program is a critical component of the Eviction Representation program. Below are important program highlights to date:
