Fiscal Note

Funding in the amount of $3,733,333 is available in the Fiscal Year 2022-2023 Operating Budget of the Watershed Protection Department. Funding for the remaining contract term is contingent upon available funding in future budgets.

 

Purchasing Language:

The Financial Services Department issued an Invitation for Bids (IFB) 6300 SLW1072 for these services. The solicitation was issued on August 29, 2022 and closed on September 22, 2022. Of the seven offers received, the recommended contractors submitted the lowest responsive offers. Additional Backup Information:

These contracts will provide landscape maintenance services including scheduled and seasonal mowing for over one million acres at over 1,000 City locations, including creeks, ponds, open spaces, and buffers. Services will include landscape maintenance, weed eating/trimming, removal of invasive non-native plants, tree trimming, shrub maintenance, pest control, mulching, and fertilization. 

 

The contractors will actively seek innovative approaches to reduce the impact on the environment through use of low-emission equipment and other sustainable practices including reducing emissions, noise and the use of chemicals which may adversely impact the environment. The contractors will provide all equipment, fuel, and labor to complete the work covered under this contract.

 

The scope of work was reviewed by staff in accordance with the Contract Labor Resolution No. 20220616-050 to determine if outsourcing or hiring staff would best meet the department’s needs and comply with the Resolution. Given the need for these services being seasonal, staff determined that outsourcing the services to a contractor would be cost-beneficial and meet department needs.

 

These contracts will replace four contracts, with the next expiration date of February 10, 2023. The requested authorization amount was determined using historical spend and estimate future usage. Two of the recommended contractors are current providers for these services. Corza Construction LLC and Unity Contractor Services, Inc. are both City and HUB certified.
