Fiscal Note

Funding in the amount of $220,000 is available in the Capital Budget of the Watershed Protection Department. Funding in the amount of $30,693 is available in the Fiscal Year 2022-2023 Operating Budget of the Watershed Protection Department.Funding for the remaining contract term is contingent upon available funding in future budgets.

Additional Backup Information:

The contract will provide for the purchase of flow and water quality monitoring equipment for nine new monitoring stations used to track and document watershed health. The growth of our community and increasing environmental challenges have outpaced conventional strategies used to monitor watershed health. Deploying the new monitoring stations will ensure the City remains compliant in meeting Municipal Separate Storm Sewer System (MS4) permit requirements. The data from this additional equipment will also be used by the City and external stakeholders to understand the water resources' critical status and needs. The information enables optimal planning and prioritizing of scarce resources. 

 

This contract replaces a contract that expires on December 15, 2024. There is not enough remaining authority to continue the existing contract and the Watershed Protection Department needs additional items added. The requested authorization is based on updated spend and departmental estimates of future needs. The recommended contractor is the current provider of these goods.

 

If a contract is not secured, the City will not be able to follow the stormwater monitoring program set forth by the Texas Commission on Environmental Quality and risk being assessed with fines or losing the MS4 permit. In addition, the Watershed Protection Department cannot accurately prioritize departmental projects due to incomplete Environmental Integrity Index data used to score watershed problems.

 

CC Lynch & Associates Inc. is the sole supplier of In-Situ and Teledyne stormwater monitoring equipment. These products are designed to be compatible with existing equipment and systems.
