Prior Council Action:
The Council approved a similar ordinance on September 22, 2011, which limited the total term of the interlocal agreements to five years. This RCA increases the total term to 15 years.

During emergencies and often for day-to-day operations, City public safety agencies collaborate with other government agencies and political subdivisions in the delivery of law enforcement, fire, and emergency medical services which benefit the residents of the City. To provide a seamless interface for the delivery of such services, it is often necessary to ensure dependable communications interoperability. Accordingly, City public safety equipment loans are made through interlocal agreements.

Presented here is an illustrative loan scenario: the City recently replaced 20-year-old AC backup generators at radio tower sites due to their age. The options for the replaced generators include: 1) auctioning them for minimal revenue due to their age, 2) scrapping them for metal recycling, or 3) loaning them to Travis County Emergency Service Districts to power fire/EMS stations within the City limits....
