Prior Council Action:
The Council previously has approved collaboration with the Capital Area Council of Governments (CAPCOG) and the Capital Area Emergency Communications District (CAECD) for use of lease space and operation of a 9-1-1 Back-Up Center (BUC). Over time, there have been various improvements and upgrades to the BUC. On December 5, 2019, Council authorized negotiation and execution of an ILA with the Capital Area Emergency Communications District (CAECD) to reimburse the City in the amount of $6,000,000 for radio equipment and services purchased by the City to improve emergency communications for CAECD, which included City and CAECD dispatch consoles and other radio system improvements at the BUC.

The Capital Area Emergency Communications District (CAECD) is responsible for the 9-1-1 call handling system used throughout the 10-county region served by CAPCOG. To support continuity of operations for City of Austin and Travis County 9-1-1 call handling operations, CAECD has made space available for City of Austin and Travis County to use as a Backup Center (BUC). City has invested in technology assets at the BUC and in the past CAECD has reimbursed City for some of these expenses.
