February 15, 2024 - Council set a public hearing for March 7, 2024, to receive public input on community needs for the City's Fiscal Year 2024-2029 Consolidated Plan.

In Fiscal Year 2024-2025, the City expects to receive federal funding through four U.S. Department of Housing and Urban Development (HUD) formula grants: Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA). In order to receive these HUD grants, the City submits a Consolidated Plan to HUD every five years, which provides an overview of the community needs, resources, priorities, and proposed activities with regard to housing, community development, economic development, and public services.

As of February 16, 2024, HUD had not yet announced Fiscal Year 2024-2025 grant allocation for annual entitlement grants.

The requested action is to conduct a public hearing in accordance with the City's Citizen Participation Plan (CPP), which sets forth procedures for community participation in the development of each Consolidated Plan. The CPP is a community-developed plan required by HUD that is designed to encourage participation of city residents in the development of the Consolidated Plan.
