Funding in the amount of $270,000 is available in the Fiscal Year 2023-2024 the Economic Development Department's South Congress Public Improvement District Fund.

Prior Council Action:
October 15, 2014 - Council approved Resolution No. 2014016-062 authorizing the creation of the South Congress Preservation and Improvement District (PID).

October 17, 2019 - Council approved Resolution No. 20191017-037 reauthorizing the PID.

June 1, 2023 - Council approved Ordinance No. 20230601-009 setting the assessment rate and approving the proposed 2024 assessment roll for the PID.

July 20, 2023 - Council approved Resolution No. 20230720-163 adopting the PID Service and Assessment Plan and Budget update for 2024.

March 21, 2024 - Council approved Resolution No. (item 24-4114) reauthorizing the PID for another five years.

This proposed action authorizes negotiation and execution of a management agreement with the South Congress Improvement Association for the PID services for a five-year period, subject to annual service plan and budget approval by the Council.

In October 2014, at the request of property owners, represented by the South Congress Improvement Association, Council authorized the creation of the PID and named South Congress Improvement Association the advisory body per Section 372.008 of the Texas Local Government Code.
