Authorize negotiation and execution of Amendment No. 2 to the Federal Grant Agreement with the Waterloo Greenway Conservancy for a grant expert to be jointly funded by the City and the Conservancy for an additional 12-month term beginning January 1, 2023, in an amount not to exceed $60,000, and two 12-month extension options each in an amount not to exceed $60,000, for a total agreement amount not to exceed $285,000.

Prior Council Action:
October 18, 2012 - Council approved Resolution No. 20121018-068 affirming the selection of the design chosen by the Waller Creek Design Completion Jury relating to the revitalization of the Waller Creek District.
May 24, 2018 - Council approved Ordinance No. 20180524-013 approving the amended Design Plan for the District.
June 16, 2022 - Council authorized the negotiation and execution of Amendment No. 1 to the existing federal grant agreement with the Waterloo Greenway Conservancy upon consent with a 11-0 vote.

Approval of Amendment No. 2 to the Federal Grant Agreement will continue professional services through the Waterloo Greenway Conservancy to identify and recommend possible federal grants that would be appropriate for the Waterloo Greenway Project, the Council-approved Design Plan for the Waller Creek District. Federal grant funding is being pursued to pay for design and construction for the Waterloo Greenway Project, offsetting the rising costs of design and construction of capital improvements for the project.
