Prior Council Action:
November 4, 2021 - Council authorized the negotiation and execution of the Project Connect Joint Powers Agreement (JPA) between the City of Austin, CapMetro and the Austin Transit Partnership as amended on a vote of 10-0 with CM Casar off the dais. The JPA delineated roles, responsibilities, and processes between the partners in the implementation of Project Connect.

June 1, 2023 - Council approved a resolution adopting modifications to light rail and implementation plans related to Project Connect and authorizing the City Manager to negotiate and execute an amendment to the Joint Powers Agreement (JPA) between the City, Capital Metropolitan Transportation Authority, and Austin Transit Partnership to incorporate the Austin Light Rail Implementation Plan and to negotiate other terms of the JPA related to financing and implementation of Project Connect.

Additional Backup Information:
In November 2020, Austin voters approved Proposition A, a dedicated property tax to support Project Connect. Since then, the City has worked closely with its partners, Austin Transit Partnership (ATP) and the Capital Metropolitan Transportation Authority (CapMetro). In December 2021, the City, CapMetro, and ATP executed a Joint Powers Agreement (JPA) to delineate roles, responsibilities, and processes between the partners related to the implementation of Project Connect.
